Over half a century ago Joseph Chamberlain, who became Colonial Secretary in 1895, admonished Englishmen to "think Imperially". The New Imperialism, as it was called, was proclaimed to be the gospel of the future. English patriots were denounced as "Little Englanders". (R. P.
